Tuesday February 27.
AMongst the many Grievances of the Kingdome, which the Army
have Petitioned to be redressed, the cry of many hundreds
perishing in Prison for debt, and utterly unable to pay their
Creditors is not the last; to give a Remedy to which, an Act is
drawn up and brought into the House, though not as yet passed by
the House of Commons concerning such who are imprisoned for
Debt, The substance whereof is, That the attaching a mans person
by a Capias is against the fundamentall Lawes of this Nation. And
therefore it is moved, That all such who are imprisoned upon such
Writs meerely for matter of Debt, shall bee discharged and set at
liberty, if they have not wherewith to content their Creditors, and
that Commissioners may be appointed and inabled to issue sorch
Warrants or Summons against any person at the Complaint of the
Creditor, which Summons is to be left at the dwelling House or
place of the chiefe Residence or abode of the Debtor; and if he shall
refuse to answer the Complaint, the Commissioners are to proceed
to Judgement and Execution against the Goods and Chattells of
the Debtors and for a certain time to punish his person by imprisonment
for his contumacy : And if in case the Debtor shall be found
to have fraudulently conveyed away his Goods with an intent to
