and Barnes as aforesaid shall be henceforth paid out of the publique Revenue. Be it therefore
enacted by the Commons of England assembled in Parliament, That the Commissioners of the
Customs doe, and shall from and after the 19 day of Janu. last past, pay unto Sir Hen. Vane
junior, Knight, Treasurer of the Navie, the said sums of money formerly charged for payment of
the aforesaid sallaries, to be from thenceforth imployed for the use of the Navie, and his Acquittance,
or Acquittances for the same with the said Order, and this Act shall be their sufficient
discharge. And be it further enacted by the Authority aforesaid, That the said Committee of
the Navie, or any five or more of then be, and are hereby authorized to borrow of any person or
persons any sum, or sums of money at Interest upon credit of the said 17500.l. per Ann. and
for the security and re-imbursment of the persons so lending the same, to charge the repayment
thereof with Interest, not exceeding the rate of 8 l. per Cent. upon the said Annuall sum now
appropriate for the Novie as aforesaid; and the said Commissioners of the Customes are required
to make payment of the monies so advanced, together with Interest for the same so long time
as the same, or any part thereof shall be forborne at the times limitted and appointed by the said
Committee. And be it further enacted and ordered, That whatsoever sums or sums of money the
said Customers or Commissioners of the Customs shall pay in obedience to this Act, the same
shall be allowed unto them upon the severall accompts, they shewing the Acquittances of the severall
persons so lending the same, with order of the said Committee of the Navie thereupon.

The Humble Petition of Colonell Mathew Alured was this day read.
Ordered by the Commons assembled in Parliament, That the said petition be referred to the
Committee of the Revenue, to examine the whole state of the businesse, and to certifie the
same to the House, for the Gratefication of the Petitioners
The House of Commons passed instructions to a Committee concerning the
compositions of Delinquents, both for the former and the latter payments, and
for speedy getting in thereof, as also for consideration of the estates of persons
exempted out of mercy, and of such Delinquents as are beyond the seas, and
the like, And to make reports to the House therein.
The Commons appointed a Committee to bring in an Act for the falling
of interest of Money, from 8 to 6 per centum, after Mich [unr] next insuing
The House had debate whether to proceed to tryall of any more Delinquents
for life, and first insisted upon Poyer, Laugh[unr], and Powell, But were acquainted
that they are by a former order referred to the Army, and are to be
Tryed by a Court Marshal Speedily and accordingly by awarrant was sent for
them the Lord General this day)
The House chose a Committee to consider of all prisoners of Warre, and
bring in a list of all the Delinquents that are in prison and under restraint by
the Parliament with some instructions therein.
The House took into consideration the Arrears of Col. Thorney, who lost
his life with Colonell [unr], in that gallant service in [unr] shiere last years
where God made him an admirable Instrument in defeating the Kings Forces.
The House voted his arrears to be stated, and that 100 l. a yeare should be given
to his sonne for a gratuity.
Mr. Mountague was this day (by the Commons) ordered to put in 3 sufficient
sureties for security that he will not Act any thing prejudiciall to the State
of England, had hereupon the Committee for prisoners to grant him liberty,
