A Seventh Rule, essentially necessary for the
preservation of a Commonweal in a State of
Freedom, is this;
7. That Children should bee educated and
instructed in the Principles of Freedom. Aristotle
speaks plainly to this purpose, saying, that
the Institution of youth should be accommodated to that Form
of Government under which they live; for as much as it makes
exceedingly for a preservation of the present Government,
whatsoever it be. The reason of it appears in this; because all
the Tinctures and Impressions that men receive in their
youth, they retain in their full age, though never so bad,
unless they happen (which is very rare) to quell the corrupt
principles of Education, by an excellency of Reason and
found Judgment. And for confirmation of this, wee might
cite the various Testimonies and Instances of Plutarch, Isecrates,
with many more, both Philosophers, Orators, and others,
