TOuching those Rules that have been reputed
essentially necessary, and accordingly. put in
practise by divers Nations, for a preservation
of the Publick Freedom, you have had Eight
already.
The Ninth and last Rule is this; That it be
made an unpardonable Crime, to incurr the guilt Treason
against the Interest and Majestry of the People. And for the
clearing of this, it will be requisite to muster up those various.
Particulars that come within the compasse of Treason, according
to the practise and opinion of other Nations. The first
remarkable Treason in old Rome, after its establishment in a
state Freedom, was at of Brutus his sons, who enter'd
into a formall Conspiracy for the bringing back of the Tarquins
to the kingdom by force of Arms. This was Treason
of the grossest kind. This Brutus was the Founder of the
