GReat Endeavors are used here for the raising of
monies: the Clergie, who possesse so great a
part of the Revenews of Spain, have been
pressed once and again to a liberal contribution,
but they appear still very backward. This
will occasion a delay of the going out of our
fleet, being a discouragement both to the work-men and Seamen,
at Cadiz and in other Ports. The English fleet continueth
to lock up that place; so that every thing being weighed,
it will be the month of February before the fleet
