Whitehall July 15
This week, several Augmentations for the encouragement and better
maintenance of Ministers, were passed by the Council.
We have nothing more from our Fleet then what was in Mondays
book, viz. That the same day, the Vice-Admiral with his Squadron
was returning to the Bay of Cadiz, and another Squadron was sent to
scout the Coasts of Gallicia; The remainder of the Fleet being [unr] stay
a while at Lisbone to take in such things as are wanting.
This day it was ordered, that the Fifty thousand pounds sent hither
by the King of Portugal according to the Treaty, be carried into the
Exchequer.
The Writs of Summons for the Parlament having been sealed, are
sent away into the several Counties.
July 16. His Highness by Warrant directed to Sir John Barkstead
Lieutenant of the Tower, hath given order for the release of one that
goes by the name of Lrcy Barlow, who for some time hath been a Prisoner
in the Tower of London; she passeth under the Character of Charlt
Stuart's wife or Mistres, and hath a young Son, whom she openly declareth
to bee his; and it is generally beleeved, the Boy being very
like him, and both the Mother and Child provided for by him. When
she was apprehended, she had one Master Howard in her company,
and the original of this Royal Transcript was sound about her, sealed
with Charls his Signer, and signed with his own hand, and subscribed
by his Secretary Nicholas, which you have here transcribed verbatim.

WEE do by these present of Our especial Grace, give and grant
unto Mrs. Lucy Barlow, an Aunnity or yearly Pension of Five
thousand Livres, to be paid to her or her Assignes in the City of Antwerp,
or in such other convenient place, at she shall desire, at four several payments
by equal portions, the first payment to begin from the first of July
1654. and so to continue from three months to three months during her life;
with assurance to better the same, when it shall please God to restore us to
our Kingdoms: Given under our sign Manuel, at our Court at Co[unr]gn,
this 21. day of January, 1655. And in the sixth year of our Reign.

By this those that hanker after him may see they are furnished
already with an Heir apparent, and what a pious charitable Prince they
have for their Master, and how well he disposeth of the Collections and
[unr] which they make for him here, towards the maintenance
of his Concubines and Royal Issue. Order is taken forthwith to send away
his Lady of Pleasure and the young Heir, and set them on shoar in
Flanders, which is no ordinary curtesie.
