IT hath seemed good to our Governours
here, to take a course, which the wisdom of
their predecessors in former Ages had experienced
to be the readiest and most effectual
to suppress that lawless and wicked generation
of people, called Tories and Idlers, by
appointing Provincials, who have Lieutenants,
and other Officers and Soldiers distinctly under them
in severall Quarters, with power, which in almost any other
case would look somwhat large and arbitrary: But it has had
